since applying for British Naturalization is changed to online, can i travel while i am still waiting for decision? do i have to let them know before i travel?

You are free to travel - not need to tell HO.

What happens if you’re abroad for more than 21 days the confirmation letter arrives?
Is the Citizenship then stopped because you didn’t book in time?

Clearly applicants wishing to travel need to bear in mind that UKVI could make contact during their processing for further information and/or documents. General advice is to have someone trusted monitor your mail If you miss the ceremony I believe you have to apply/pay again.
