Citizenship if born before father become citizen

Hi
My friend born abroad in 1969. his late father became a British citizen in 1973. All his younger siblings are british. His father once tried to bring him in 1977 but his step mother did not let him do this.Recently his step mother died and his step brother passed him the citizenship papers of late father. Can he apply. He is not in UK

No he cannot. His father becoming British, presumably through naturalisation, after he was born does not benefit him at all. Citizenship is not retrospective.
