Online British passport- Confirm identity

Hi Chaps, I am going to apply online for my first British passport, For the person to confirm identity does he/she need to be professional person or only british citizen is required?
And this person also fulfils referee requirement or there is separate section for referee details to be provided?

1. For passport applications, it needs to be a professional person who is British.
2. You complete the referee information the form asks for and the referee will get an email to confirm your identity.
