Penalties and Travels

Hello,
I would appreciate some help filling the questions of the British Citizenship:
I have obtained Settled Status few months ago and Permanent Residence since over a year ago. I am EEA national.
1) Are either of these residency applications considered as previous immigration applications which Ineed to state or not?
2) A year ago I received a liability order because of delayed payment of council tax. does this count as "other penalty" or "fixed penalty notice" or another box I need to tick?
If not, is it recommended that I still mention it in the additional information section for full disclosure or best to ignore it to show a clean good character?
3) As European citizen I have no detail of my travel but wish to fill the application with the correct dates and destinations.
I requested from Home Office a copy of my immigration record, however it only shows details of flights prior to 2017, nothing else. In 2016 my passport expired and although I obtained a new one, I traveled since then using my national ID card instead.
Does this mean that despite scanning my ID card by the officers whenever I crossed the border, for some reason this was not recorded? In which case, will there be no way HO can verify the information I provide on the application to be correct or not?
I am worried that I missed some trips or that I entered the wrong date as I have been abroad across Europe on several occasions in particular during the year 2017 but cannot find any trace from that period of tickets, payments, email etc.
4) This also means that the current passport which I am providing as proof of ID (the same used for the Life in UK test) does not cover the past 5 years but just three. Will that be an issue?
