Application rejected

Hi ,
It happened to one of my friend and I would love to hear your opinions.
She applied for the citizenship online,then went to this UKVCAS places to validate her documents.All fine.Few months later she received a letter ,her application was rejected because she didnt sent a permanent residency card.She sent a Residence documentation,registartion certificate.Which looks very similar to PR card.Home office took all the application fee.
Shouldnt be the UKVCAS responsibilty to notice this mistake?That is why they are there.To check the documents?
Would she have any chance to recover her money if she complains to UKVCAS? And to the home office?

Likely refused and not rejected. There is a difference. Her error if she applied with an RC and did not check that it is a Document Certifying PR that is mandatory.

Presumably she uploaded her documents herself?? It is the applicants responsibility to make sure they submit all the correct documents. Ukcvas is only a third party agent for identity check, biometrics and submitting the electronic file to ho. They not ho staff or immigration advisors.

Not really no. The form AN guidance notes and the form ask very clearly about permanent residence and evidence.
