Accountant and Employee as a Referee

Hi,
I am filling the naturalization Form of my Son who born in UK (2018). Application asked me two Referees.
Can my Accountant and my company employee become his Referee?

You need a person who has dealt with your child in a professional capacity as a suitable referee. (e.g GP or health professional)
If you want to use any other professional who has not dealt with your child directly, you must demonstrate first that suitable referees were not willing to provide their details.

GP refused to sign and give his personal details. He feels hesitation.
Can a Mosque Leader is ok? Otherwise policy says any professional like Accountant.

I believe that a minister of religion is acceptable.
