Passport and paternity

Asking on behalf of my father. My sister was born after 2015 and he’s thinking of getting her a Brittish passport in the future. Will Dad being named on her birth certificate be acceptable evidence or will they need to take a DNA test as well? I read that the law was changed in 2015 re paternity but I also read that DNA cannot be required:

“This section explains that officials must not require applicants to provide DNA evidence, for example in connection with amending a birth registration record, making an immigration application or representation or nationality application, or an application for a British passport.”
Applicants can volunteer to do a DNA test in order to prove relationship.

The following link says a birth certificates no longer sufficient evidence. The new law does not affect people born before 2015 but people born on or after 2015 may need to submit DNA.
I’m confused as I’d have thought it’d be easier for people born before or after 2015 to follow the same rules.
