I was granted ILR on Jan 22, 2019, based on tier 2 general, skilled worked route.
1. Can i apply for for it post Jan 22, as i will be holding ILR for over 12 months?
2. I am filling the form online for the same, can i submit it now and get an appointment for the biometic submittion post Jan 22?

The date of the application is the date of online submission and therfore it must be 22 January or later. Do not apply before that date

I think you can apply 28 days earlier than the date on which you actually stay for 12 months? meaning you can apply on December the 26th or 27th, 2019? Anyway, you must have applied, how is it going?

The 28 day concession doesn't apply to British citizenship applications. Also note Zimba's advice...we haven't yet reached the 22nd January so hopefully the OP won't have applied yet.
