I know a Child is automatically a British Citizen, after 2006 Parents from EEA Country has to be living in Uk 5 years prior to the Child's birth to be able to apply for the British Passport.

This case follows:

Child was born in UK in 2017. Parents are from EEA Country ( Italy )
Parents first arrived in UK in 2016.
Parents have Pre-Settle status at the moment.

Is there a route so this Child can apply for British Citizenship or British Passport in this situation ?

Not yet. You can only apply to register the child as British on form MN1 once either parent has settled status. The cost of MN1 is currently £1023. Passport is a separate application.

So in this case, only when 1 of the parents become settle in the Country.
