Dear all,

I know that similar questions have been posted in here, but I'm still not sure how many driving offences one should have to be seen by the caseworker as a pattern.

To be more specifically, in my case, I have 7 driving PCN's since 2011:

- x2 parking tickets (2011, 2014)
- speeding - attended the course so no points on the licence (2014)
- London congestion zone (2016)
- x2 bus lanes (2017 and 2018)
- London Ultra ow Emission Zone PCN (Jan 2020)

I have paid them all immediately.

In your opinion, could these result in rejecting my application? I'm applying in March 2020.

indeed just looking at the list could make one look like a repeat offender, but looking at individual case might not be that bad. Three of the offences were committed more than 5 years ago. The remaining 4 offences were different offences, with the X2 bus lane committed twice.

Receiving one does not form part of a person’s criminal record. A fixed penalty
notice will not normally result in refusal unless the person has failed to pay or has
unsuccessfully challenged the notice and there were subsequent criminal
proceedings resulting in a conviction. In such instances, they should be treated in
line with the sentence imposed by the court.
However, multiple fixed penalty notices over a short period of time could
demonstrate a disregard for the law and therefore demonstrate that someone is not
of good character.

it will be hard to guess what your caseworker would think of you, but it looks like your offences were committed over a long period but almost on an annual basis.
if you want to apply, I will just advise that you explain the circumstance surrounding each offence

Thank you for the response DJsuccess. Yes I am a little concerned now. I am hoping to find other people with similar situation to see of their applications were successful.

Has anyone else had any similar experience?

An update on this post: I went through all my documents and also my bank statements line by line and realised that the situation is actually better than I thought.
Firstly, I only had one PCN for bus lane, not 2.
Secondly, the congestion zone wasn’t actually a PCN. Because my car was registered with TFL automatic congestion charge payment scheme, there was only a congestion charge issued for the day I entered the zone. So nothing wrong there.

So I am more optimistic now. I have stopped driving until after my application next month.
