My wife is about to apply for British Citizenship via ILR, I have one question it says we need two referees with one of these referees being a professional person. My cousin is a Police Officer can we use him as a reference as he is my relative but not my wives who is the person applying.

You cannot use someone who is related to you either through blood or marriage. So the answer is no, you cannot use a cousin as they are related to your spouse through marriage to you.
