12 yrs old born in the UK to EU parents - How to get citizenship

Hi,
My brother was born in the UK in 2009 to Polish parents. At his birth day father was here for 2 years and 9 months, and mother for 2 years and 6 months.
My parents never applied for any sort of settlement scheme or ILR until last year under EU Settlement scheme. My mother got it already but dad is still waiting for decision.
My brother turns 12 this year and has never left the UK for more then 2 weeks at the time. His native language is English and he never lived in Poland so it is logical to me he should become a British citizen.
How does it work for him considering that parents are/were living here the whole time just under EU freedom of movement rules?

Your brother could probably be registered as a British citizen via Apllication MN1. Note that children are registered, not naturalised.

Quote from page 8:
"The child of an EEA national who did not become a British citizen at birth may now
have an entitlement to be registered as a British citizen under section 1(3), if the
parent has since become “settled” here. The parent will have become “settled” if:
• he or she has been granted indefinite leave in the United Kingdom (this
includes ILR granted under the EU Settlement Scheme), or
• he or she has been exercising EEA free movement rights in the United
Kingdom for a continuous period of 5 years ending on or after 30 April 2006."

What about the T form? Can it be used instead?
gov.uk website says the MN1 form costs over £1k, but there is no mention of cost for the T form. As long as both have the same end result, we would prefer to go for the cheaper one.

Sorry not familiar with that one but if brother qualifies why not - can't find the fee just now.

Ok, I will try my luck with this one online first.
It is a bit weird because the guide says it has to be filled in by the applicant, or by parent if you are under 16. It doesn't ask at the beginning who is filling in this form so we do it as if it was my brother doing it himself. Hope this will get through.

Form T costs the same as mn1.

If that's the case then MN1 sounds more appealing as it is to be completed by parent, not child.

Who is 'the applicant' the online MN1 form ask about in first question? Is it the child, or parent who is filling in the form for him? This is really confusing.

The applicant is the child. You can state the email address is for someone else.

It is still weird. I got further with this form and they ask questions such as 'what is your child's telephone number, or what is child's email address'. He's 12, he doesn't have any of it or even properly understands what citizenship is...

use the phone number and email address of one of the parents.

Now I got to the referee section which I'm surprised to see. I remember it from my own naturalisation application but didn't expect to see it on MN1. Need to find someone that knew him for at least 3 years and is willing to share their passport number with us...

Yes, you need two referees. If you are religious, you could get your pastor or imam to sign as a minister or religion. You can also get the child's Teacher, GP to also sign. Otherwise, any other person with the profession on the list can also be a referee
