I’m in great spirits because the approval letter is now in hand and I’m awaiting the Ceremony with the local council on the 31st March.

There’s a clause that reads “you must return your Biometric Residence Permit card witching 5 days...”
-Simply put, I had a ILR in my passport and never had a card.

Do I send the passport to the HO or am I exempt because I don’t have a card?

It’s impossible to return an item that you never had. So that clause is not applicable.
