Medical exemption from English language test requirement

Hello all.
Has anyone managed to secure a medical exemption from the English requirement which was accepted by the Home Office (i.e did they grant you citizenship)? I would like to hear about your experiences.
My mother, who is currently applying for citizenship, has very poor health, but no diagnoses as such of any problems. I think it's mostly her mental health which is the issue, I can't be sure but she exhibits all the signs of chronic depression and PTSD which went undiagnosed for years and has worsened over time, which makes completing some tasks extremely difficult. She finds it difficult to plan ahead and if she knows she has a test or appointment she won't sleep at all, have prolonged panic attacks, and will end up cancelling the appointment in question. There have been a few exceptions but as I say the state of her health seems to be getting progressively worse.
As a result of all this she is unable to travel to the English language test centre to take a test (which is, incidentally, very far away from us, despite being supposedly the "nearest") but she meets all other requirements for citizenship (she took the Life in the UK test some time ago, when she was still doing relatively OK).
She's supposed to have a meeting with our GP soon to sort out a letter in which GP will provide an exemption or something similar, but we don't know how to go about this.. My mother has no proof of her ill health, despite it having such a tangible, visible effect on her everyday life... I think the current situation is making her feel worse, plus her current passport runs out in June and will most likely not be renewed, because the embassy is very strict. She is so worried about all this, and I just want to know how best to help. Would massively appreciate any tips.
