Hi, all am seeking help for my uncle he just received his certificate after the citizenship ceremony last Friday but he has his ILR as a vignette on the A4 paper he wants to know if he should send back to HO since he never has a BRP Card?

No need to return. It is only those who have BRP ILR cards that must return the cards.
