Counter Signatory for Passport Application

Could anyone kindly let me know do we need two referees for first British passport application after Naturalisation. Also what’s the difference between referee and counter signatory? Do we need a counter signatory in addition to referees? If I submit online application do I need any information from my referees/counter signatory about themselves to fill in the online application for first British passport?

You only need someone who can confirm your identity online.
