MN1 Registration without passport

Hi please I need help. My 3 year old child was born in the UK but has never applied for a passport from my home country. I now have ILR and want to register my child as a British citizen (MN1). On the documents to provide, it says...
"If child has a passport then provide this with your application. If child does not have a passport then you must provide another officially-issued identity document. This could include an official travel document or national identity card."
I don't know what to do as my child does not have a passport neither does he have a travel document or national ID card (he has never left the UK). Due to COVID restrictions, my country's high commission is not operating so I cannot apply for a passport for him right now. Please what do I do? Will my child's MN1 application be accepted if I am unable to provide a passport? I'd sincerely appreciate your advice. Thank you
