Naturalisation with eu scheme

Hi
I have a freind want to apply online for naturalisation
But he confused to apply by using permanent residence card granted 2015 or with ILR under EU settlement scheme granted 10/12/2020.
1) if he used ILR 10/12/2020 . Did he need to wait 12 months or not.
2) on question when your ILR Eu scheme granted should put 2015 or 10/12/2020.

He can use the PR card until 30 June 2021.
1) if he used ILR 10/12/2020 . Did he need to wait 12 months or not.
YES - can only apply from 10. Dec. 2021 onwards.
2) on question when your ILR Eu scheme granted should put 2015 or 10/12/2020.

Is friend married to a British citizen? - then he could apply now with either EU PR card or UK Settled Status.

The gov just start new rule :
From 1 January 2021, if you have settled status you must apply for citizenship on that basis. You cannot apply with permanent residence status.
If you had permanent residence status before you got settled status
From 1 January 2021, if you had permanent residence status before you got settled status, you can count that time towards the 12 month qualifying period.
ExampleYou came to the UK in 2013 and gained permanent residence status in 2018. In 2020, you applied for settled status.
Usually, you would need to wait 12 months after getting settled status to apply for citizenship - but because you had permanent residence for 2 years, you can apply straightaway.

I think because he has permanent card since 2015 and ILR under eu scheme 2020 . But with new rule must apply with ILR first and start count 12 month from permanent card .
do you think he need to by using ILR and send permanent card to proof he status free of immigration restrictions since 2015.

I can only go by what the gov.uk website says on the subject:
"If you had permanent residence status before you got settled status
From 1 January 2021, if you had permanent residence status before you got settled status, you can count that time towards the 12 month qualifying period.
Example
You came to the UK in 2013 and gained permanent residence status in 2018. In 2020, you applied for settled status.
Usually, you would need to wait 12 months after getting settled status to apply for citizenship - but because you had permanent residence for 2 years, you can apply straightaway.
You do not need a permanent residence document to apply with settled status."
But probably best, and for peace of mind, to upload a copy of the PR card with the documents.

Hi . Thank you for all the Support from this amazing website.
My friend submitted his application online and he downloaded the form and his due to upload the documents.
1) do he needs to upload application form as well?
2) the referees singed the declaration one week before he submitted application. Is ok to singed before submitted application or need to sing after submitted application ?
