UK naturalisation for EU citizen

hi guys,
I have an EU / Lativian friend who is 66 years old and wishes to apply for British citizenship. I believe she doesn't need to pass life in the UK test as well as B1 level english language test as she is over 65.
She has been living in the UK since 2008 and has a UK residence permit document for EU citizens.
I would be grateful if someone can advise whether she is eligible for british citizship as well as what documents she will have to submit, how much fee and what process please so that I can forward this information to her. What forms she will need to fill up as well please if someone can give me full details. I have looked on the UKVI website but I don't really understand as they mention some new rules since we left the EU.

PR will not be valid after 21 June 2021. She must apply before then for BC (assuming she has PR)

You don't say if the residence permit is a permanent one or not. The two are similar - watch out for the word "permanent" or search the forum for the exact wording. If the document is not PR, then the easiest option will be to apply for settled status (which is fairly quick and free), but then your friend will have to wait a year before applying for naturalisation, unless married to a Brit.

Is there any link or image of how the PR for EU citizens look like and just the residence permit??.. she has UK Residence Permit for A National of AN EEA State. Does it mean permanent or just a residence permit document???.. confused

A PR card will specifically say the words "Document Certifying Permanent Residence". If it doesn't state this, it is not a PR card.
A residence card and PR card often look almost identical. Many have been refused citizenship because they had the wrong card.

I have just read somewhere that 'Certificate of residence' is issued to an EEA national and 'Permanent Residence Card' is issued to a member / family member of an EEA national. my friend is a native Lativian EEA citizen. Please can you clarify this confusion. many thanks

You need to check what the person's card says exactly.
A document certifying PR is issued to an EU citizen. Not sure where you are reading what you read.
Any person, EU or EEA family, have to live in the UK for 5 years with a residnece card before applying for PR.

From 6 April 2015 we started to issue Residence Cards in a biometric format for non
EEA family members of EEA (and Swiss) nationals and those with a derivative right of
residence. This will clearly indicate whether the holder is permitted to work. A
Residence Card (biometric format) will demonstrate a right to work only while it remains
current (i.e. it has not time expired).
Prior to 6 April 2015, we issued Residence Cards and Permanent Residence Cards as
endorsements in the holder’s passport (see below) where they have been authenticated
by a circular embossing stamp. They are also issued as stand alone documents.
Registration Certificate (for EEA national) and Permanent Residence Card (for non
EEA family member).

You need to check what document she actually holds. She risks losing her application fee for citizenship if she applies with the wrong card.
You have not stated anywhere when she got this card or anything. So check the detail and information and then we can help.

thanks CR001.. i am seeing her on monday and will see her card and then will seek further help from you guys. really appreciate your help. she is over 65 and can't speak much english and asking me to help her as much as i can. she can't afford to pay for a solicitor either. i will return to forum in due course of time. many thanks

If she does not have PR, then she instead must apply under the EU settlement scheme before
30 June 2021 and get ILR (settled status) first, then wait for a year to apply for British citizenship.
