Form MN-1, professional referee

I need two referees for my child's application.
I've already got a British citizen's reference.
However I've found it difficult to get hold of a reference from "professional who has engaged with the child in a professional capacity".
When I contacted GP they said I should contact the school.
When I contacted school its headteacher said they couldn't disclose teacher's personal data ie. passport number, phone number etc. as it'd breach their privacy.
Is there any other way I can get the professionals reference?

Mention the same in the cover letter. HO is not strict when it comes to referees in case of young children. Arrange someone who meets the adult criteria instead.

From what I've seen in other posts they never say no if some docs are missing.
Usually they ask for missing bits or ask for clarification.
Should be fine.
