Learning disability and life in UK/B1 test

Hi all,
this forum has been very informative.
i need some information for my spouse .
She is Portuguese national and has Permanent Residence status since 2014 . Converted to EU settled status since February 2021.
She wants apply naturalisation for UK passport.
She has learning disability even NHS offered her priority Covid vaccination.
What my question is
Can she get exemption from Life in UK test and English language test on the bases of learning disability?
Has Anyone applied on this base ? What was the outcome?
