Is this overstay?

Hi,
We submitted the passport registration application for our kid in January and have done the biometic enrollment on 15th Februay 2021.
Up to date, we have not heard any thing from UKVI.
My child's current leave to remain is going to expire on 15th April 2021. What do we need to do if we still not get decision notice from Home Office? Will this be overstay if we do not extend our child's current leave to remain?

Yes. However,
overstaying will not affect a
UK born child’s
entitlement to register. Consider
getting adequate health insurance cover for child.

My kid was born in the UK in 2014.

My wife and me got the ILR last October, so we do not need to apply for ILR independent visa for my child when his current tier 2 independent visa expires?

No need. Current visa expiry is irrelevant to be registered as BC for a UK born. But your child may not be covered by NHS costs after current visa expiry and until successfully registered as BC. So you may want to get health insurance as Vinny stated.
