Invitation letter or certificate first

Hi
Has any one their citizenship ceremony at Kingston council. I booked a call back, but they said that they don't have my certificate.
I had my invitation letter, from your experience, how long normally they will call an individual after getting your citizenship invitation letter? Any contract number you can share with me please?
Also, anyone has the invitation letter before their council received Thier certificate, is that normal
