NEED help for Naturalisation Application

Hi,
I am asking on behalf of my brother in law he has successfully got ILR last year in August on basis of EU settlement as his wife is an EU citizen and they stayed 5 yrs together.
My Brother's daughter holds a British Passport and his wife has an EU passport. Is my bother in law eligible to apply for Naturalisation now or does he have to wait until August this year?
