Citizenship ceremony query

Hello everyone I have received my invitation letter from the HO to book my citizenship ceremony but when I am trying the HO reference to book on my council website it says reference number can’t find...I have received the letter on 08-05-21 but it was issued on 28-04-21 and it says I have 21 days to book it and Is the approval letter and citizenship ceremony invitation letter are the same ?? All your responses will be appreciated many thanks
