Duplicate entry of Work details from National Insurance

In order to apply for citizenship, a friend of mine has received two letters from two agencies of HMRC mentioning his work details. The first letter is from Income Tax which correctly mentions the work details. However, the second letter from National Insurance contains two entries; one which matches with the work details mentioned in letter from Income Tax and another which presumably is a duplicate entry with incorrect end date. He has reached National Insurance requesting them to send him the correct work details removing the duplicate entry and also chased over their helpline. However, he has not been given any timeline as to when he will get the correct work details. It has been three months since the receipt of letter from National Insurance.
Considering this should he go ahead and apply for citizenship based on the work details sent by Income Tax or wait until National Insurance sends him correct work details?

I believe he will be fine with submitting the application. Naturalisation has no financial requirements in terms of income or taxes/NI.
If there is a mistake in what HMRC sent him that is for HMRC to correct and unlikely will affect his application. HMRC are notoriously slow in updating any historic data. Note that HMRC deal with both tax an NI.
