Parental Responsibility for a 13 year Child

I am going to register my 13 year old daughter as a British Citizen, she born abroad and i have her birth certificate from the home country, on her Birth Certificate her Father and Mother full name mentioned, i need to proof her parental responsibilty do i need to upload her Birth Certificate? please advise.
