Hi all! As my referees live in different cities I have sent them 2 letters with the form and the passport photo (they need to write my name and DOB on the back of the picture and sign and complete the form).
They have then sent this all back to me again via post.
I have received my first referee’s letter but it seems that Royal Mail lost the letter from the second referee.

Now, I can send another letter to the second referee but I need to take another picture.

Will it be a problem if I submit the 2 referee forms with different passport photo pictures of me?

It's not something that is covered in the rules anywhere.
But it should be ok as you will be complying with the requirements, i.e. providing referee declaration. For peace of mind you could attach a note explaining this, and load with your other documents
