In this context, by PR, do you mean parental responsibility or something else?

What is the date the child's initial visa was issued and when is it due to expire?

Just so you aware and clear, the acronym "PR" in immigration terms means Permanent Residence. If this is not what you intend to say, best to write out Parental Responsibility.

The child doesn't qualify for British citizenship.

What does his visa say exactly?

You likely need to extend the visa and before the next expiry apply for ILR before your nephew can apply for citizenship.
