Change of name to a child before first british passport

Hello all,
I am looking for advice please for a relative
Child is born outside the UK and has just been registered as British national (as part of family naturalisation application)
His original national passport (old name) is expired
He had a refugee status and hence had a travel document with the old name (expired) and new Travel Document (valid) in the old name as well
Certificate of British registration issued with the old name
Parents haven't applied for his first British passport yet.
What is the best way to change the name on the new British passport?
Is it too complicated? would it delay issuing the first passport?
Shouldn't be just a matter of getting: A deed pool + expired and valid travel document + certificate of registration as British to the passport office?
