upon receiving a GTV - i believe one gets an ilr after 3 years / how long after that can one receive a british passport ?

You can apply for citizenship, if you are not married to a British citizen, once you have 5 years residence which includes at least 12 months on ILR.

You have to apply to naturalise as British, be approved and attend a citizenship ceremony before you can apply for a British passport.
