Referee: foreigner and resident abroad

Hi,
I have tried to browse the forum but couldn't find an answer to my question. Sorry if you have answered to this already.
What if the referee of ''professional standing'' isn't British and doesn't live in the UK either? Would he/she be acceptable?
Please note that I am a UK resident if that makes a difference.
Have tried to contact the HO but they will get back to me in 20 working days so it could be a good idea to get a few opinions from you guys in the meantime.

Are they British citizen and hold a British passport?

The professional referee does not have to British. It can be someone if any nationality.

Thank you for your reply, but what about if the referee isn't British *AND* is not a UK resident either?

Consent to verify 3rd party information - Tenancy Agreement

Hello,
In order to prove my residence during the qualification period I would like to include my previous tenancy agreement (I have now moved and own the property where I live) - should the landlord mentioned there and/or the agent who has witnessed my signature give their consent and sign the PART 2: Consent for the Home Office to verify third party information?
I appreciate I am probably overthinking but you never know...
