Naturalisation for Biometric enrollment requirement

I am trying to complete form AN for naturalisation as a British Citizen for my Cuban partner. I am stumped by the section on Biometric enrolment. I don't know whether she should already have a BRP, or not. She got a 5 year spouse visa in Jan 2016 from Havana and I remember that she had to submit biometric information (fingerprints) in the UK Embassy. She had a vignette put in her passport and came to the UK. We have since been in and out of the UK numerous times without problems.

Google tells me that the UK started issuing BRPs in 2015, so I believe she should have had one. I have seen mention of needing to pick up the BRP after arriving in UK, but I have no recollection of anything being mentioned in 2016. How can I find out ? We live in Jersey so that always complicates everything.

Were you living in Jersey when the visa was issued? The Channel Islands don't issue BRPs. They still use vignettes in the passport that are valid for the full period of leave.

See "Biometrics – Channel Islands" and the following section. Biometrics may be taken if your spouse intended to transit via the UK, but regardless no BRP would be issued.

Yes, the original 5 year visa application was specifically for Jersey, and we have always lived in Jersey. That probably explains why my partner never got a BRP, despite submitting fingerprints in Havana. Thanks very much for that explanation.

Assuming she never had the BRP, do you know what we are meant to do to progress the British Citizenship form ? There is no information whatsoever about this (that I can find) on the Jersey website.

Biometric enrolment is attending an appointment for digital photo and fingerprints. This is required for all citizenship applications.

I have finally got to the bottom of this. I managed to speak to the Jersey immigration office and they explained that Jersey does not use BRPs. When a visa is obtained to live in Jersey, no BRP is issued by the UK (even though the photos and fingerprints are taken in the UK Embassy). I was advised to put N/A for the BRP details on the Citizenship application form.

I also spent some time trying to track down the 'Unique Reference Number' for the Life IN The UK test (which my partner did in Jersey). It turns out that Jersey does not issue Unique Reference Numbers - you need to send the certificate.
