Consent form for British Citizenship

I am stuck on the consent form as it has 3 parts to it. The first part will be filled by an applicant but I am not sure about the second part. When I submitted my ILR application me and my wife both filled the second part because our marriage certificate and a few other bills were also uploaded with the application. However now when my wife is filling online application for citizenship, she is not providing any marriage certificate or bills and the same goes for me as there is no need to. Do we still have to fill in the second part of the consent form?
