UKM application within the uk

My partner has been in the UK since 2004, he's a US citizen (born) to a British mother, he moved back because his mother was ill, he thought he had dual nationality since he lived In the UK as a child went to school, got his national insurance number at 16 worked till he was 18 got married then started a new life in the states. Any how during a right to work check in 2014 he was suspended from his job, and that started the long road to being able to stay in the UK, we found out about UKM in late 2014 we thought great it will be dealt with easy, but no he was refused on the working when he wasn't allowed and give a 10 year ban on applying for citizenship. So he was out of work not allowed public funds, it took me two years to save money to get a solicitor and visa fee, he was granted a visa based on the right to a private life, on a partner of a British citizen.
Fast forward to now, in January 2022 we had a zoom call with his solicitor because his visa is due for renewal in March. I asked her about the possibility of re applying for citizenship under UKM, (he's not due to apply for indefinite leave remain till 2024 same year his 10 year ban is up) anyhow she informed us that changes where made, and that there was no longer good character requirements (he was refused under this for working) so I got busy and I apply for his UKM on the 28 Jan, he's still got to apply for his visa in March, has anyone applied for UKM while in the UK, what was your time line, I am hoping my partner will be approved before his visa is due on the 19th march, or before his biometric which we will be taking advantage of the max 8 week (we will book as late as possible) we are also aware that he could get a full refund on the visa fee and NHS fee if he's approve before we submit the documents for the biometric.
We are currently on week 5 since submitted the application.
