Start day of qualifying period is day of travel outside uk

Hi

I am preparing a naturalization application for my wife. I have already been naturalized as British Citizen in 2020, so I am assuming that:
1) she can apply immediately upon receiving ILR and
2) she needs to prove residency in UK the for 3 years only (please correct me if these two assumptions are wrong).

We are planning to apply as soon as we receive positive decision about her ILR (fingers crossed), which we expect it in one week time as we used priority service (fingers crossed again).

I have two questions please:
1) can we submit the application after receiving decision and before receiving the BRP (The BRP takes 7-10 days to arrive). The application asks for a BRP number so we would have to state that we cannot provide BRP and make a note of the decision email/letter. I know it sounds crazy but if we wait till we receive BRP, we may miss a window of 26 days as she has been absent from the UK from 31 March 2019 - 26 April 2019. Which brings me to the second question
2) If we submit the application on 29 March; according to rules she should be in the UK on 30 March at which date she was actually at the airport leaving the UK, so DOES THE DAY SHE HAS BEEN PARTIALLY INSIDE THE UK COUNT AS A DAY IN WHICH SHE WAS PRESENT IN THE UK FOR NATURALIZATION PURPOSES?

As I say in that thread, two separate immigration specialists told me it has to be a full 24 day. I decided to withdraw the application and resubmit on another date where I have a good 2-3 days of full UK presence on either side of the chosen date.
