Proof of living in the UK

I am a EU citizen with settled status. What proof of living in the UK can I provide in my application for British citizenship by marriage? I never worked or studied in the UK and my passport has never been stamped. Given that bank statements or household bills are not considered a “suitable proof” that I have been living in the UK, would the council tax letters (or a letter from the local authority stating that I paid council tax every year) be acceptable?

Council Tax bills/letters would be acceptable, if your name is stated on those.

Parking and parking ticket

Hello, I am applying for BC by marriage. Do I need to report a parking ticket that I had 5 o 6 years ago, when I only have to prove my residency in the UK for the last 3 years? I’m not sure of the exact date and if it was a FPN or not.
Also I had a few months ago a speeding fine but It wasn’t a proper FPN because I was given the opportunity to attend a road safety awareness course. Is it best to mention itin my citizenship application?

Parking tickets are private matters, you don't have to report them. However, you need to report you speeding fine, but it should have no effect on your naturalisation application.

It would make you sleep better at night if you do report it
