Issues with passport delivery

Hi - I sent my first adult passport application via signed/tracked delivery using Royal mail. It says the application was received by the mail centre due for delivery that day, but it has not been signed for at the passport office. This was on 30th March!
I am starting to worry that my application (including my other passports) has been lost. Is it the case that the passport offices don't sign for deliveries? Royal Mail was not helpful over the phone, so any other experiences would be helpful.
