Naturalization query with travel gap after ILR

Hi Guys,
I was using immigration board for almost 10 years for help on immigration rules (can't login to old account so created a new one).
I am back after some time and need your help on my wife naturalization/British passport application.
I am British citizen (from 2015) and my wife got ILR in August 2020 after staying with me from 2010 in UK.
She was eligible for naturalization/British passport soon after getting ILR (as per rules) but due to terminally ill father with cancer, she visited Pakistan in Sep 2020. Her return ticket was cancelled multiple times, by airline, due to covid restrictions and then the red list thing come in place making her return journey more difficult along with 3 kids (all British).
She returned back to UK in Jan 2022. She was away for almost 16months.
i now want to apply for her naturalization/British passport and need your help with below
1. when she can apply for Naturalization/passport
2. Incase, if the time required is more then 1 year stay in UK, can I request/argue on Covid restriction with proof of cancelation of tickets etc to home office.
3. what is the best solution in this case from your valued experience/knowledge.
