1. Can anyone please confirm the same for the online application form?
2. Also, can I use my NINO in the tax office reference number asked in the current employment details as I have just started a new job and haven't received my first pay slip.

Tax office reference number is not the same as NINO.
Google it. It's a combination of your employer and your own identifier.
If you still don't have a payslip, just ask your employer for the correct tax office reference number.
