Would someone registered with a professional body that is not listed in the list of professionals count?

Would someone who is a professional and registered with a professional body be a suitable referee for BC?
Or does the person have to be from the list, i.e. it's exhaustive?

Which professional body?
The list published is the official list and there is no indication as to whether there's discretion available. If you have issues finding anyone professional who fits the list you may need to go with someone else and explain the issue.

CIPD: HR Manager I take it, yes that's ok
CIMA : if fully qualified (associate/fellow) and still a member they are still professional accountants until they cease to be members. Even if they work in non-related fields or are retired. As long as they qualify as referee.

The CIPD professional completed her qualification a couple of years ago but she no longer works in HR. Would the CIPD qualification alone work?
Also, the list says director of limited companies can be referees. Does it have to a VAT registered company?
