Hello, i am wondering if level 2 English certificate from City & Guilds would be enough for neutralisation?

No, for naturalisation test must be from an approved provider and test centre.

It's normally B1 GESE5, for example from Trinity College £150.
Quote from gov.uk:
"You can only use English for Speakers of Other Languages (ESOL) qualifications if they’re on the list of approved tests. You cannot use other qualifications, for example GCSEs, A levels or National Vocational Qualifications (NVQs)."
