For MN1 applications, was there a rule update sometime in the last 2 years regarding biometrics for kids below 2.5 years

I was going through the MN1 timeline, and found a post that piqued my curiosity.

Eligibility criteria: One of the parents received ILR(10 year Long Residency route)
Applicant: Non-EU, but born in the UK

Application Timeline
Method of application: Online- 09 Aug 2019
Date of the debit of fees: 10 Aug 2019
Date of receipt of acknowledgement: 12 Aug 2019
Date of biometric enrolment: Not required for children of 2.5 years
Date of receipt of approval: 26 September 2019
Date of receipt of registration certificate: 28 September 2019
Their MN1 application was processed within 7 weeks.

I recently made an MN1 citizenship registration application for my 5 month old UK-born baby, and at the end of the online application and after paying the fees, it asked me to complete the registration with UKVCAS for document upload and biometrics. The baby's biometrics were done yesterday Sep 02, 2022 (only photographs no fingerprints).

Sine the post in the MN1 timeline that I refer above is exactly 2 years old now, I wonder if there was a rule update in the last 2 years regarding MN1 applications for very young applicants?

Not entirely sure what your question is.

I'll make a quick guess; you're asking why your child photograph was captured and maybe it wasn't done for the link posted. :?: The link only said Biometrics wasn't taken, not photograph distinctly.

Photographs are always taken for kids. Without photographs, what image would appear on the BRP? The only thing not required is fingerprints. Partly because it might not be easy to get, or just it being an Herculean task in general.

Just like a child's passport would have an image, but no signature.

If your question is different from this, please clarify!
