If I get to the point of getting my biometrics taken for citizenship, is that a good sign?

What I mean is, does that mean all my paperwork has "passed" and now they are just getting biometrics for identity and criminal record purposes?

Or do they not even START looking at my paperwork until after biometrics are taken?

I would think they would deny someone before getting to the biometric part if there was an obvious issue with an application. Thoughts?
