Can a referee be 25 years old?

Hello. One of the people who can be my referee is 25 years old. I know the application says one referee should be over the age of 25, but does this mean 26 and over or 25 and over?

25 years old and over. Make sure the other referee works in a recognised occupation.

This is specific and clear don't start spliting hairs! 25years +1 day day is already over 25

For that matter 25 years and zero days (as in form submitted on referee's 25th birthday) is already over 25.
