Query regarding the Referee for British Citizenship

Dear All - I am applying for British Citizenship and it is asking for 2 referee.
One of my referee got his UK Passport last year and have know me for more than 5 years.
Can he be my referee?
Or there are certain number of years he need to hold UK Passport before becoming eligible to become my referee?

The one referee simply needs to be British!! That's it.

Nothing to do with how long referee has been British as long he is British at the time he gives his referee declaration and qualifies as referee in all other respects.
Ecctis letter to prove my degree qualification - Please Help

Dear All,
When I moved to the UK, my company applied for my Tier 2 General visa and then ILR using the degree certificate that I got from India (Osmania University, Hyderabad)
Now when I am applying for neutralization, it is asking for Ecctis letter that confirms the qualification.
Pls confirm, can I just provide my degree certificate or need to get this letter?

My referee has signed the form 2 weeks before I submitted the application online. Will that be an issue?

No issue - referee declarations can be signed before or after application date, within a reasonable time.
