Wrong place of birth on passport before citizenship application

My daughters passport has a mistake on the place of birth. However, asking for a correction would rake years.
Can her application be refused because of thst?
What would you do?

Presumably the disconnect is between birth certificate and passport?
I would include an explanatory note with the documents for the registration application (MN1).
Doubt this would a reason for refusal.

Mistake with the city in the same country or mistake with the country?

Not yet familiar with the citizenship application, but I presume you can add a cover letter explaining the situation, supported by other documents e.g. a birth certificate.
Also you can mention in the letter the UKVI announcement regarding the validity of Venezuelan passports
UKVI - Venezuelan passports The announcement mentions validity in terms of expiry date but it can support your claim and make aware the HO officer that getting a new passport is very difficult.
Correcting these "mistakes" on a Venezuelan passport can be a real nightmare.
