1. Does a DVPO fall into either of these categories?
Not sure which category but item (4) is probably closest - disclose yes.

2. If YES, Does this affect the application, ie could it be refused? there are no additional issues except an arrest and No further action that led to the DVPO
Difficult or impossible for members here to say what the outcome might be but on the face of it probably not if there is no other difficult history. Note that "good character" is only loosely defined but a multi-year sentence is normally a refusal, but a caution or order probably not.

3. If NO, does an arrest/NFA need to be disclosed at any stage, eg a covering letter, or at the time of biometrics? Does the local police station have a record that might be disclosed?
Again, we don't know what information is stored where - note biometrics appointment is for biometrics only.

4. If one answers NO in the above, does the face to face meeting give a chance to mention, explain and maybe amend the form at that stage?
The biometrics meeting is for you to supply biometrics only. The UKVCAS staff are not Home Office employees and are not involved in assessing the application or documentation. UKVI caseworkers deal with that. Therefore you'd need to attach an explanatory note and upload with your other documents.
