Am I eligible to apply for naturalisation?

I have been in the UK for 11 years and obtained my ILR last year through 10 years route. 10 out of 11 years was exempt from immigration (diplomat household member). I have bachelor's and master's degree and started working. Now, I would like to apply for naturalisation. However, there are 2 different writings which create confusion.
1. You must have lived in the UK for at least 5 years before the date of your application and you cannot include any time spent in the UK when you’re exempt from immigration control.
2. According to the guidance on Naturalisation as a British citizen by discretion (page 20) published in July 2023, diplomat household members can apply and can be granted citizenship after 5 years.
Shall I apply? Any feedback is appreciated.
