Are refusals sent my email or by letter?

I read that approvals are sent out by email but could someone please confirm how refusals are sent out? Is it by email or by post? Thank you.

Decisions I.e. approvals and refusals can be sent by email and some people get it only when the pick up their passport/documents from VAC or by courier.

Isn't naturalisation decision sent by email if the application was online?
